Depends what type of exercise you are doing.

If you are doing aerobic exercising, it is better to do in the morning. It speeds up your metabolism for the rest of the day.

Weight Training I prefer to do in the evening.

Yeah. If your goal is to drop some weight it should be done in the morning. I will normally either not eat or have something really small just to get me through, but dont eat a heavy meal before going to do aerobic exercise.

If your goal is to drop weight/body fat, exercising on empty stomach in morning will be most effective. Your glycogen stores are depleted in AM after fasting all night, so your body will be forced to convert stored fats for energy.

Anytime you can exercise will suffice. Ideally, if you are obese, exercising in a fasted state will result in greater fat and muscle loss. Studies have shown that you are less prone to pulling a muscle, less fatigue, and overall more strength and endurance in the afternoon and evening.
